Dealership Licensing by the Department of State
In response to dealers experiencing problems with the Pennsylvania Department of State issuing new dealership licenses in a timely fashion, PAA sought a legislative solution, amending the Board of Vehicles Act to specifically provide for a ‘provisional permit’ that will be available to new member dealers.

The law now reads that “if the new vehicle dealer does not have the franchise approval letter, the telephone business line information, the certificate of occupancy or the lease or deed for the property available…the new vehicle dealer will receive a temporary permit.”

The permit, good for 45 days, should expedite the opening of new dealerships and allow the dealer to operate while the cumbersome paperwork required by the department is compiled, submitted and reviewed.
