2026 is shaping up to be a significant election year in Pennsylvania. In addition to the governor’s race, all 203 House seats and 25 even-numbered Senate seats will be on the ballot. Economic concerns and healthcare top the list of issues Pennsylvania voters want to see addressed in the 2026 governor's race between Democratic Gov. Josh Shapiro and Republican challenger State Treasurer Stacy Garrity. Recent polls show voters are increasingly frustrated with their financial situations. Garrity was endorsed this week by President Donald Trump.

Meanwhile, several lawmakers have announced plans to retire. Most recently, York County Rep. Seth Grove (R-196) said he will resign effective Saturday, January 31, ending 17 years of service. Grove had planned to retire at the end of his term but opted to step down early following public scrutiny related to his private-sector employment. He previously served as Republican chair of the House Appropriations Committee and the House State Government Committee, and most recently as Republican chair of the Labor & Industry Committee.

Candidates for the state House and Senate will circulate and file nominating petitions to appear on Democratic or Republican primary ballots between February 17 and March 10. After the filing deadline, we will have a clearer picture of any contested primaries for party nominations. Objections to filed petitions must be submitted by March 17, and candidates may withdraw by March 25. We will continue to flag additional retirements as they are announced during this timeframe.

Upcoming Special Elections
Four vacancies were created in the state House after members were elected to other offices in the 2025 municipal and judicial elections. The vacancies will be filled through special elections scheduled for February 24 and March 17.

A fifth special election will be announced following Rep. Grove’s resignation, which will give Democrats a temporary 200–198 majority in the House.

Special elections do not include primaries; political parties nominate candidates directly, and the winner serves the remainder of the unexpired term.
