PennDOT Implements New 10-Year Agent Services Contracts
In 2014 - 2015, PennDOT began the process of implementing new agent services contracts. These contracts were renewed at 5 years, and some dealerships are now facing the 10-year renewal or will do so over the next year or two.
PennDOT has started to email 10-year renewal notices, titled “Full Agent Services For Existing Agents Contract
Applications.” These are being received by current PennDOT agents whose original executed contract was ten years
ago.
The email is being sent to the primary person listed in PennDOT’s DAS system.
Information on accessing DAS can be found on page 2.
It is recommended that dealers who receive notice from PennDOT begin working to assemble the necessary
information immediately.
The application for 10-year renewal includes many of the items that were required when initially applying, and
PennDOT has advised that it could take up to two months for renewal approval once submitted.
To determine when your contract will be up for 10-year renewal, in the DAS system, add 10 years to the “Contract Executed Date” or you can find this information on your paper contract.
Contract Requirements
PennDOT has created a form for submitting “Full Agent Services For Existing Agents Contract Applications.”
The form is also available online at: https://apps.paa.org/files/fillableagent.pdf
The following information can be completed on the form:
• Dealerships/agents name with DBA, if applicable
• Full mailing address
• Landline telephone # (NO CELL)
• Fax #
• Federal EIN #
• DIN# / Business ID
• Valid email address at the dealership site
• Driver License Data Verification (DLDV) Integrator
The form will also capture:
• Owner/ Officer/ Partners name, title, home address & job description
• Title clerk, F&I managers, Sales managers, notaries with home address & job description
• Attach copies of certified training certificates for each individual processing title applications
• Copies of front and back of driver’s license for all individuals listed on support staff list
The form has a place for 3 owners/partners. If you have additional Owner, Partner or Officer information to be reported you can continue the list, in the same format as on the form, on an additional piece of paper, with the header “SECTION 3 – OWNER/PARTNER/OFFICER INFORMATION Continued” and attach it to the application with your submission.
Similarly, the form has space for 3 support staff. The form’s page 4 can be printed additional times to capture all of the needed individuals to be reported at the dealership.
Section 6 – Notarized Statement Of Understanding Title 67 Pa. Code Chapter 43 must be printed multiple times and completed and notarized for each Owner/Partner/Officer/Employee on the PennDOT Contract.
Section 7 – Notarized Statement Regarding Monies Owed To The Commonwealth only needs to be completed by the applicant but must also be notarized.
Notaries
• Using the form or on a plain sheet of paper print each notaries name and home address
• Notary stamp
• Notary signature and date
• Attach a copy of the current notary commission for each notary listed as your support staff
• If verification in lieu of notarization is used, then a notary is not required for agents with an 18, 85, 86 or 87 Dealer ID Number but Provider MUST submit a written statement that this process will be used and provide the stamp indicating the dealer name and dealer ID number. Please use the header, SECTION 8 – DEALER VERIFICATION.
Criminal Histories
Criminal background checks are required for all employees, including owners, listed in the application. If the criminal background was performed within 1 year prior it is acceptable for submission.
If a new employee criminal history report indicates a conviction of a motor vehicle felony or misdemeanor within the last 10 years, PennDOT must be notified prior to hiring the individual. PAA offers criminal background checks for $27.00 each. Call 1-800-242-3745 for more information.
Bonds - MV-375
Supply a copy of MV-375, a surety bond for $30,000 or a rider to the bond verifying the dealership is covered for $30,000. Send a copy of the bond or a signed affidavit stating you have a bond in this amount. Contact PAA at 1-800-242-3745 for bond information. A signed affidavit is also acceptable stating that the dealer has paid the $60.00 Recovery Fund and the date paid. (Call PAA to obtain the date the dealership paid this if unsure.)
Training
Training is required for employees of issuing agents who handle applications for title and registration, or registration products. PAA offers training throughout the state to meet the training requirements for the contract. A copy of the required state education certificate must be submitted, except for owners/officers and transporters who do not process PennDOT forms.
Pictures
PAA recommends the following to ensure your photos aren’t rejected.
• Secure Closet (If applicable)
• Pictures of closet with a solid door with deadbolt lock
• Secure hinges on the outside or inside of the door
• Picture of the inside of the closet showing all walls and ceiling
• **If you have a drop ceiling you must take a picture with the ceiling tile removed showing no entry point is behind the tile**
• Secure Safe (If applicable)
• Photo of safe to hold inventory
• Photo of bolts within safe showing it is bolted to floor or wall
Under the photo provide the location and what the photo is documenting for easy reference.

Contract Assistance from PAA
PAA’s Contract Approval Program assists dealers in handling all of the requirements for the application and contract, including reviewing all application information and delivering the completed application and supporting documents to PennDOT. While the application advises submission to [email protected], dealers who send to this address will have no way to confirm receipt or track their progress. PAA recommends sending information to Ian Wallace at PAA at [email protected] who will review for completion and coordinate submission with PennDOT.
